Strobe effect

Have you noticed how, these days, instead of having a 'strobe lighting' warning before films on the telly they just slow down the parts of the movie with such effects. I wonder what it would be like if this thinking was extended to life in general - instead of warnings things would automatically be altered to be 'safe'. Driving might be fun I guess.
